Leonard Snart - Earth 3 - DC Universe Online

A CCPD detective and partner of Mick Rory, Leonard Snart, was assigned to capture Jonathan Allen and Rhonda Pineda — Central City’s own Bonnie and Clyde.

After months of tracking them, he finally cornered the pair on the roof of S.T.A.R. Labs. Before he could arrest them, however, a freak storm struck, granting them dangerous meta-human abilities.

Barely escaping with his life, Leonard vowed to bring Johnny Quick and Atomica to justice, even if it meant sacrificing himself.

James Gordon - Earth 3 - DC Universe Online

The corrupt mayor of Gotham City, Jim Gordon, was re-elected to office after covering up evidence linking Owlman to the deaths of the Flying Graysons, aerialists who had been skimming money from their money laundering operation at C.C. Haly's and Norton Bros. International Circus. 

Though he hated Owlman with a passion, he kept him around, seeing him as a useful tool to get more power. He has no idea that Owlman views him as merely a tool and would willingly kill him at a moment's notice when he is no longer useful. 

He was eventually ousted from office and arrested by Alexander Luthor, the Justice League, and the Secret Society, both of whom had been recruited from Prime Earth after the Crime Syndicate hunted down and executed every masked hero who opposed them.

Talon - Earth 3 - DC Universe Online

The late sidekick of Owlman, Talon, aka Richard Grayson, was considered a "sanctimonious fool" and a failure by his mentor after arguing that they should deal with their enemies compassionately. 

Wishing to prove that his method was what was best for Gotham, he struck out on his own, going after Owlman's nemesis, the Joker. He did not survive the encounter. 

Richard Grayson - Earth 3 - DC Universe Online

The late son of the Flying Graysons, Richard Grayson, aka Talon, was adopted by Thomas Wayne Jr after the assassination of his parents.
Thomas had hoped he would become the brother he had always hoped for.
However, his empathetic, compassionate approach to dealing with "criminals" sickened Owlman and caused fights between them. This only grew worse after discovering that Junior was the one who had ordered his parents to be killed.
He was murdered by the Joker. 

Bruce Wayne - Earth 3 - DC Universe Online

The late brother of Thomas Wayne Jr and son of Martha and Thomas Wayne Sr, he never lived up to Jr's high expectations. 

Just like his parents, he was gunned down in Park Row by Alfred Pennyworth and Thomas Jr. 

To fill the void and loneliness in his life and hoping to find a surrogate brother, Thomas adopted Richard Grayson.

The Joker - Earth 3 - DC Universe Online

A crime-fighting vigilante who went mad witnessing the overwhelming corruption at the root of his hometown of Gotham. He is the arch-nemesis of Owlman. 

He killed Owlman's partner, Talon, aka Richard Grayson. 

In retaliation, he, and his fellow teammates in the Justice Underground were murdered by the Crime Syndicate.

The Flying Graysons - Earth 3 - DC Universe Online

After skimming off of Owlman and Mayor James Gordon's money laundering operation in C.C. Haly's and Norton Bros, Owlman ordered the family to be assassinated, save for their son Richard, who was adopted by Thomas Wayne Jr. 

Their murders were covered up by Gordon, in exchange for an assured victory in the upcoming mayoral re-election.
