Once the corrupt head of the Hill insurance company, Hamilton Hill, rose to power as Mayor of Gotham City through rigged elections funded by Rupert Thorne, Roman Sionis, and Carmine Falcone.
As a city councillor, Hill was discovered in a Gotham City Royal Hotel suite with two dead sex workers. Their bodies were dumped in Gotham Bay, and his allies covered up the crime—until the vigilante Anarky sought to expose him as a murderer and a fraud.
During the Red Hood Gang’s crime wave, Hill repeatedly promised the press that the GCPD would stop the gang within a year, but nothing came of it.
His tarnished reputation was further damaged after the Joker’s Christmas Eve massacre, when many Gothamites called him out for being weak and ineffectual in a crisis.
To deflect attention, Hill tried to appoint Peter Grogan as successor to the late Commissioner Gillian B. Loeb. However, Grogan was forced to withdraw after Enigma leaked evidence linking him to the Maroni Crime Family.
With mounting pressure and fearing his own crimes would come to light, Hill resigned on New Year’s Day.
