A costumed supervillain and enemy of the Justice League, the late Black Manta's weapons and tech were scavenged by Lex Luthor in the aftermath of Brainiac’s invasion.
After Luthor sought asylum on Earth-1, he supplied TFX with these weapons to use in their fight against the Coluan.
