A costumed supervillain and enemy (and ex-lover) of Batman, the late Talia al Ghul's weapons and tech were scavenged by Lex Luthor in the aftermath of Brainiac’s invasion.
After Luthor sought asylum on Earth-1, he supplied TFX with these weapons to use in their fight against the Coluan.
