A costumed supervillain and enemy of Wonder Woman, the late Dr Psycho's weapons and tech were scavenged by Lex Luthor in the aftermath of Brainiac’s invasion.
After Luthor sought asylum on Earth-1, he supplied TFX with these weapons to use in their fight against the Coluan.
